    There are 2 options that you can do.

    1- Use a software that convert the image to vector lines, then import the vectors into SketchUp to adjust them;
    2- Import the image into SketchUp and then draw the lines and circles on top of the image. Then delete the image.

    I did it for you in less than 5 mins. I just don't know the dimensions and the image was not with very much detail.
